Help with actions and Photoshop Elements

Hi everyone. My name is Leigh, and I have a question about getting actions to work in my PSE. Sorry to just jump in like this, and I'm not sure where to post, but if anyone could help out, I would be greatful.

This is what I am trying to add. It is saved in the folder, and the folder shows up on my effects palette, but nothing is in it on the palette.

Can anyone help?

Reason I ask: How actions are implemented depends on the version of Elements one is using.
