Uploading Actions in Elements 3

I downloaded some actions off Eien Cafe and cannot get them to load in elements 3. I have tried everything, from unzipping the .atn file to the filters, effects, and presets folder to trying to drag them into the effects palette manually. I've tried everything but it doesn't seem to work I've been trying to make some icons and I love these actions but I can't seem to get them to work for my version of elements. I have Vista, if that's a factor.

Touchy, not all actions will work in elements as there are a lot of commands and tools in photoshop that are not contained in elements.When you download actions you should check that they are compatible with elements.
