I want to have my text be serpentine blue but then have a really small black outline. Can You help a newbie out?

What program are you doing this in? If Photoshop, create your text in the blue you like, then add a stroke to it and adjust the size of the stroke and color to your liking.

Your talking to a total newb here swampy =D. How do i add a stroke?

Down at the bottom of your layers palette the second button from the left is "fx" for effects. Pop that up and at the bottom of the list is "stroke".
