CS2 inlarge photo

After I open a photo to remove blemishes I can't get the photo to enlarge with the double click on enlarge tool. When I move the slider the picture get pixel
so I can see the blemish. I know it is something simple just can't fix it. Brain dead! I have a big project I am working on for Christmas.

HELP PLEASE!
