Fuzzy Brushtool Outline In Photoshop CS4

I am still retouching all my images in CS3 due to a bug ? (maybe) that i thought CS4 had in showing the outline of the brush tool.
I watched Amy Dressers tutorial today and i noticed her brush looked as fuzzy as the one i noticed CS4 had.
In CS3 the brush tool outline was i pixel thick, christal clear and went fast from black into white.
In CS4 the brush gets 3 pixels thick sometimes and is sluggish when changing from black to white.
Is this intended to be like that ?
I have a mac with a ATI Radeon HD 4850 card.
