At last I've discovered what triggers the problem. It's when I use a custom Workspace. I have three custom workspaces that I use all the time. One of them is fine, but when I use either of the other two, I get the behaviour I described earlier. Using any of the PS default workspaces is fine. I can't understand why an arrangement of palettes on screen should cause the problem, but apparently it does.

Good news. But the question remains why? Have you set up custom keyboard or menu setups that could account for this?

I've only got three custom keyboard shortcuts, and the problem was still happening when I returned them to default. All the menus are as standard.

To update this- the problem was occurring when I was using workspaces which displayed the Mini Bridge palette.

THANK YOU, AKMac! I'm eternally indebted to you for solving this problem! I was having so many problems with keyboard shortcuts that were maddeningly inconsistent. Sometimes they would work, sometimes not; it was totally random. I thought I'd tried everything (including scouring the net for solutions), until I came across your post. I changed my workspace and got rid of the Mini Bridge palette and the problems vanished! Wish I could keep the MB palette, because I used it a lot, but I'll gladly give it up to be rid of those infernal glitches.

I did still have a couple of other strange problems, and they were resolved when I reset my preferences and chose NOT to migrate presets from CS5.
