Two things come to mind...
* If you are using File > Save as... (.jpg), do not change the file name when you record the action. In the Batch dialog be sure option "Override Action 'Save as' commands is "on" (x).
* If you are using File > Save for Web, also do not change the file name when you record the action. If you are using the Batch command, Photoshop will ignore any folder you specify as a Destination. It will use the one recorded in the action. Photoshop will also ignore File Naming. This is just how it works with Save for Web. If you want to change the Destination folder -or- use File Naming, record File > Save as...
Usually it is better to have separate actions to save images in two different folders.
If you are trying to do a "one click / hands off" process, it is possible to record an action that plays other actions. In your case "Action C" could play "Action A print" followed by playing "Action B web."
