Pretty cool technique I do something similar to that to remove blown out skies.

Hi, Will. Welcome to RetouchPro! Explore and Enjoy!

Fixing the blownout sky should be doable in Elements assuming you have the "Selective Color" adjustment available. I don't use PE so I don't know. Look around in your drop down menus for it.
