| | like martha, it's a bit late and i need to be heading to bed, but thought i'd throw this together real quickly to give you an idea of some of the tubes available to psp (these have been collected by me since version 7).
no time to try a garland brush right now, but tubes has some new features and it might be possible to make a 'continuous tube' from one of these.

| | ok, i was right. the tubes can be set to continuous of varying steps and sizes giving some very nice renditions of garlands  very easy to do if you have good base images to work with.

ok, i took the image you posted that had the black and white garland. i pumped it up to 3600 x 2400 at 300 dpi (yours was 200 dpi). i then made a new raster layer and used your black and white garland as a guide of where to put mine. but, i'm still missing info here. you want it tight, closely spaced holly, or a larger or smaller size than your black and white and what file type would you like it in? i can save it many different ways, including .tif, .jpg, or .psd, and then zip it up. but, the file size is LARGE, over 10 megs and i dont think my email will allow over 10 megs. IF that's the case, i can post it on my (borrowed) server and you could ftp it. i'd have to let you know the addy, but that's easy enough.
i made one up and it looks fairly nice, but i'd just like to get you what you really want. my examples image has some fairly tight, loose, and medium in varying sizes. so, let me know.

This seems to be a no solution problem, a file at 300dpi in the dimensions you need will not be possible to post here as I thought, since to reduce a 20+MB file to the allowed 100kb would be a waste of time.
I could of course zip it and post it like I did with the brushes, perhaps using another storage site, but then you will have the same problem downloading it. So regretfully I have to give up
Maybe Craig could find a solution for you ?
