Photoshop Actions Question

Does anybody know why I can't assign an action to either Ctrl-F4 or Ctrl-F6?

I'm using Photoshop CS2 on PC. I can assign Ctrl-actions to every other function key, but not those two...

On a Windows OS, you can assign any keys except Ctrl F1, F4, & F6. You can assign these keys however on a MAC OS.

Very interesting. Didn't know about Ctrl + F4, Ctrl + F6. Do you happen to know the "Why?" behind that?

In PS7 under Win 2K, F1 is not listed in the dropdown menu for keyboard shortcut assignment. Did that change in Win CS (and later)? F1 by itself is normally hard-wired for HELP.
