Mouseover hints and menus in Vista

Here's a challenge for you:

How can I reset the positions for mouseover hints and dropdown menus in Vista? I had a crash and now they're all weird. Dropdown menus used to be on the right, now they're on the left. And some of my mouseover hints either block the field they contain hints for, or appear inches away (in MS Outlook, the mouseover hints appear on my 2nd monitor!).

I tried google, but all I got was web stuff (java, etc.), and this has nothing to do with the web or even browsers. It's every app I use, even Photoshop.
