Illustrator Measuring tool Question

Hi everyone my name is Ron, and I've been a member for years and have posted a couple of times. Can someone tell me If the measuring tool in Illustrator can be set at a particular length? In other words, Can I set the measuring tool to, let say, 3.5" with out It retracting, and move It around the document. I believe that I saw someone do this using an older version of Illustrator a few years back, but could never figure out how do It. I hope I posted this question in the right section. Thanks for any help.
