Help with Framing

I like the framing on the attached image, using a faded version of the original as a background. Can anyone tell me how to create and automate this frame in PS3?

To me it looks like they duplicated the background layer, selected an area using the rectangular marquee tool, added a slight feather to the selection go get the rounded corners, copied the selection to an new layer, added a bevel and emboss layer style, inner bevel, set to size they wanted to use, direction going up. then blurred the background layer.
