odd issue with cloning / healing

Maybe even some other tools, but recently my cloning and healing tools are really starting to drive me crazy. I am on a laptop, I used photoshop before on it with no problems, but I alt click one section, regular click and drag to paint FROM that alt click. but it starts painting on some other portion of the picture I am not near.

example: clone like fabric on a jacket a couple pixels over to cover up a little lint or whatever.. i click.. then i get fabric on the guys face.... any one have this happen to you before?
this happens 1/3 times.. its literally that often.

I am thinking its resources being used because its laptop, but I have used it before same programs open (media player) and thats it.

select the brush that jumps around...go to window>brushes and un-check everything... then try it again
