Actions and save-to-size

Hi!

In Photoshop Save for Web & Devices has the option «Optimize to File Size»; but this is not recorded when creating Actions.
What I would like to do is create an Action that saves a JPEG for web and educes the quality to make sure it never goes past e.g. 100 Kb.

This might not be possible... How about using scripts (I do not know how to create scripts)?
