Lens flair panel
Is there a way to enlarge the lens flair panel to be more accurate with the placement of the flair?

Not that I know of, but someone else here may know better.
I do this to get around the problem:-
Use "canvas size" to increase the document area by an arbitrary amount
Create a new layer
Fill the layer with black
Make the lens flare on the new, black layer
change the blend mode of the layer to "screen"
You can then move and scale the lens flare as you wish.
