eyedropper sample size / magic wand tolerance

I've noticed that the magic wand tolerance works together with the eyedropper or color sampler sample size.

My preferences for the eye dropper/color sample tolerance is usually around
11 x 11 pixels.
However with these settings the magic wand tool set to tolerance 1 will select too much.
When setting the eyedropper/color sample tolerance to 1 x 1 pixel the magic wand functions like it should.
Is there a way to turn this correlation off?

This has been a known feature (or bug) since around CS3, and can't be changed. I believe that in CS6 you can change the sample size in the Magic Wand toolbar without choosing the Eyedropper tool, but they remain linked.
