ImageReady & web design sites/forums

Photoshop has File > Save for Web to optimize images in .jpg or .htm format.

I. Does ImageReady have comparable functionality for optimizing .gif files?

(I'm asking this on behalf of a friend who has a need to optimize .gif images. I'm clueless in this area.)

II. If you have recommendations on forums where prepping images for Web pages, optimization, website deisgn considerations, etc. are discussed, would you post a link (or two)?

On usenet, the newsgroup is a place where a fair number of both print and web designers chat about design in general.
