As I wrote earlier I am not sure but I think you suppose to use SHAKE compositing software. It allows you to place different images or footage as layers and create a visual distance of objects in foreground and background (between layers). This is the way how you create a feeling of a perspective in the final image or on the screen ...

O.K, this effect usually falls on the hands of a compositor in the vfx houses, and "2D" programs, or compositing programs Such as Digital Fusion, Nuke, Shake, After Effects, are used.
Light your actors the way you want them, take a picture at different angles, or at least the angles that will cover your camera move.
Chances are that they'll all ready have a camera move in place for the set as well. this camera move gets tracked in a camera tracking program such as Bouju, or Syntheyes, which analyzes the video by placing markers on fixed objects and triangulates the position of the camera on every frame.
The result of this camera calculation gets exported into your compositing program, which sees the camera move as 3D information in x,y,z space.
Once you have your camera in your compositing package, the image of the actor gets placed in the path of the camera, as the camera moves and the flatness of the image becomes noticeable, the following still pertinent to that angle gets stitched, or it has all ready been stitched, but it has been key framed off, and key framed on slowly to blend the transition between the two, and so on until no longer needed.
All though this is a very broad explanation, is the general idea behind it.

That's another way of doing it, is a bit more restricting, and requires a lot of equipment and logistics.

I did something like this recently for a client. I used a 20D to capture a reference of what the finished shot was to look like. Then isolated all the individual elements using a portable green screen. I then took the elements into After Effects. I used 3d layers to rebuild the reference with elements at different levels of depth in Z space. then used a moving camera to pan across them. This may not be exactly how they did it but it came really close and took about half a day to do.

I did something similar. I normally shoot with a bluescreen so all my images already have the models extracted. By importing background and model separately into a 3d app ( Cheetah 3d ) and placing the model in front of the background , a 3d effect can accomplished. And then animating a camera movement. Can look like this .... ( it is also called 2.5 D as its not really 3d, but simple cutouts ).

It is After Effects (or similar program). You can, quite easily, animate in 3D via PSD layers. You import the layers, set the distance apart, animate the camera, simple.

As most things creative, it is the direction and concept that make it. Doing a simple version is, well, simple. Doing something superb takes a lot of time.
