One more attempt in ps7 only...
Dodge, burn tools for highlights/shadows, more contrast with selective color and level adjs, one more layer of added color, low opac, overlay blend, smudge tool for the painted look, some additional blends (invert, softlight etc)filter-other-custom to bring out texture, also filter-add texture-canvas.

I used multiple Impressionist-rendered layers (see this thread for brush modification info and general process), then over to Painter for some Blender > Grainy Blender, Artists Oils > Blender Bristle, Artists > Captured Bristle action.

Back to Photoshop for sharpening; back to Painter for more blending.

I'm posting this wearing a wig and using a higher pitched voice just to meet the criteria for posting (the things we do for arts sake).
