Glazed oil.

Impressionist and Paint Engine (and some help from Flaming Pear's Pixel Trash). I added a final glaze step using Paint Engine and this preset that I came up with called Glaze. A little smoothing and GIMP's bumpmap and voila.

Setting18=Glaze;1,1,0,0,2,4,9,51,18,0,100,176,54,87,36,-22,-54,-33,4294967295,161

Using Studio Artist

I worked on this first in studio artist using an impressionist style brush. In photoshop I placed that on a layer over the original photo and masked out the eyes and lips some.

Painter IX Version

Cutout filter applied in Photoshop. Acrylic -Captured Bristle brush used in Painter. Textured in Photoshop.
