Used optipix, several layers with white base.
Some AE.
Kodak Sho and Roc
Nik filters
Redfield filters.
Some simplification.
Hand shaded.
Smoothed facial texture.
Some light digital makeup
Hue & Sat adj.
Created frame & bg.

I was inspired by lqqkers interpretation and image crop...

After desaturating the Background, layers were rendered by duplicating the Background and applying these effects:
* Impressionist > Pencil Sketch > Detailed mono
* Photoshop > Colored Pencil
* Buzz (Simplifier 2/Edges Mono/Bright-contrast

Individual layers were combined using layer masks and blend modes.

Just added a 2nd interpretation. After duplicating and flattening the 1st version I applied:
* Virtual Painter Oils (for a sort of ink-on-damp-paper look)
* Saved and opened in Painter IX for some Blender > Just add water strokes

Gave it the usual wash and brush up, finished off with AmphiSoft simplifier and the texture was added with Impressionist.
