Lots of filters; some smudging.

And please don't ask how this time; I couldn't accurately give you a step by step even if I wanted too.

This was done using a PSP script from Angela Cable called Pointillist. I'm guessing scripts are to PSP what actions are to PS? Several different commands all laid up in one nice little bundle, so I'd be happy to outline the steps in the script (it's a freeware script) for anyone interested.

I then added a slight edge effect.

Thanks to all the great artists here at RP whose work and tips inspire me!

As is sometimes the case, reducing the original to under 100k changed the image somewhat so the full size can be seen here if anyone is interested.

Filters/plugins used on separate layers and selectively applied using Layer Masks:
* KPT pyramid paint
* Impressionist > #djroil24
* Impressionist > Charcoal > Default (brush = 40%)
* Original background with Hide All layer mask for restoring some detail

Flattened and opened in Painter IX
* Den's_oil_brush_luscious (used as a cloner)
* Blender > Just add water
* Blender > Grainy blender
* Save

Open in Photoshop
* Smear a little with Smudge tool
* Unsharp mask to make it look a little more painterly
* Added edge frame
