this is my attempt, i started out going for a watercolor look but ended up making it look more sketchy but at the same time a little painted looking...i like the way it looks so i hope u enjoy

Remove any left over noise with blur brush or healed
Hue sat hue+12 sat-33 lightness -16
Merge down
Dupe make mode overlay high pass max value
Opacity to 50% merge down
Dupe make mode overlay high pass max value
Opacity to 50% merge down
Denoise x4
diffuse x6
Smart sharpened 156% radius 3.5 gaussian more accurate
This added a little noise so blur brush obvious stuff away

Shadow highlight accepted defaults
Filter gallery - used two levels cutout on top number of levels max, simplicity 0, edge fidelity 0, poster edges thickness 0 edge intensity 3 posterise 1
Diffuse x 2
Smart blur radius 3 threshold 25 quality low mode normal
Final Hue saturation to tweak colours hue -11 sat -13 lightness +11
