Well I haven't started one of these for a while so here goes.
Messing a little with halftones to finish off.

I threw a whole lot at this photo to get rid of the little sqaures, then played with selective color, and various filters. Was fun!

and thanks, peter yes, the eye, the pupil is the key to the picture

and i also notice that we all seem to have caught the 'mystery' theme of this image and played on it... interesting.

and kerry, you can eliminate the blocks/squares rather easily by first running the 'jpg artifact removal' filter on the image before doing anything else. i saw and did the same thing.
