* Photoshop
...resize image
...remove sail (top left)
...apply Impressionist and Akvis sketch plugins
...sharpening, cloning, color and tone adjustments, edges
* Corel Painter (Oil Pastels > Chunky Oil Pastel in clone mode)

I smudge painted the girl, and then I used a copy of the image and applied a ocean ripple filter to it and then used an mask to paint back in the smudge layer.
I'm not totally happy with the tail, but I like the idea. |

Other than that, this is exceptional work, some of the best I've seen. |
