Okay seeing as you asked so nicely.
Could all be done with PS.
Used noise reduction very heavily to really smooth it out. Blurred with the blur brush, some parts of the face to further smooth out anything left over.
Duped and ran the Torn edges plugin, then faded the opacity of this layer to bring some colour back in the pic. Overlaid a new layer with a half tone pattern and faded the opacity slightly.
Some slight colour adjustments to finish.

Great pic, John... thanks for letting us play.

After painting over background and foreground areas to simplify things a bit I used the Impressionist plugin to create several layers and combined them with layer masks.

The Impressionist styles used a brush Trimoon (www.Trimoon.com) made available awhile back called "James Brown," which I like a lot.

For the texture effect I used Photoshop's Angled Strokes filter applied to a layer rendered by Conte Crayon. Finished off with some sharpening, Levels and added saturation.

I'm sure she'll love it.

Perhaps the whites of the eyes could be toned down just a tad, they kind of hit you a bit.

Yes, I think that works better for me.

Obviously when someone has such big blue eyes it's gonna be impossible to prevent them from totally dominating the picture, but by toning them down a touch it allows you to see everything else.
