Blacklight Chalk.
Sort of on a Chalk binge again. Used Neon Edge Detect (GIMP) and a Warp Sharp Script-fu to start things off. GIMP's Softglow filter to the ethereal feel and AAA Fotofix filter for enhance Saturation.
