Dear friends.

Does someone know how to make a picture like the picture attached to this post. Unfortunately I don't have the original image.

It is not very complicated. It also can be done with surface blur layer, and a mask to apply s-blur only on skin... Although the hair looks like they used Topaz Clean. Perhaps that was all, an adjusted preset of Topaz Clean..

Lovely photo. I used to create that effect by using a chalk texture brush and smearing the pixels. Easy to do but you need to be patient and maintain constant stroke pressure. It gets a bit boring after a while and you have to resist the temptation to rush it. That said there is probably a filter that does it automatically now!
