This is another combination of various Impressionist effects applied to copies of the Background:
* Charcoal: Default
* Conte: Unsmudged Monochrome (Color=Image)
* Chalk: Bright Strokes on Black (Background=Image)
...blended using layer masks.

Facial detail was restored by duplicating the Background twice, dragging both layers to the top of the layer stack, adding Hide All layer masks to them. To the next to the top layer, Photoshop's Dry Brush filter was applied.

The detail was restored by painting white with a chalk brush on the layer masks of the top two layers.

After the final result looked okay to me, I added another layer to the top of the layer stack, merged all visible layers (alt + ctrl + shift + E) and applied some Unsharp Mask to this top layer to give some personality to the edges.

Great picture! Love the freckles. I really like the texture in your image Danny. Lovely rendition. I tried another oil look:

Script - One Step Photo Fix
Dupe bottom layer - PhotoWiz/Lum Neg Filter applied
UDF (User Defined Filter) - Emboss3 - dupe this layer
Again - apply Photo Wiz/Luma Neg
Merge top two layers. Dupe this layer
Layer Blend Mode - Soft Light - Merge both layers
Dupe bottom layer
PSP/Art Media Effects/Brush Strokes
Erased (very low opacity) over eyes, mouth
and over face, arms etc.
Merged all.
Reduced file size and applied
some AIM/USM

Danny.. great shot!

Other than add the border and background, the only thing I did was use the Liquify filter to open her eyes just a little. Looked like she might be squinting in the strong sunlight.

Lovely girl on a lovely day (it's cold here today, and she's looking warm in the sun). Nice range of renditions. Steve - your addition of flowers is lovely!

I just added crystallization to a sketch layer and a Palette Knife layer.
