Most around are charging 20 at the least, just for the basic tiny touchups, i charge 10 dollars and that includes EVERYTHING.

This is very confusing. If this is your work then you should be able to dictate your own price.
If your business is retouching, then whats up with all that other stuff. VERY confusing. Good luck.

Supply and Demand dictate the price to a certain extent
Also how good you are and by that I do not mean how good you think you are but how good the people using your type of service think you are
Also since a lot of the work is on deadline how reliable you are
