Website Help

I am a student so I don't have a lot of money to hire a graphic designer to do a website for me. Also, the design I am looking for is quite simple, there are just so many companies out there that I don't really know who is a good choice to go with. I don't really want to spend more than $100 a year. What is a good company that has NON-FLASH website templates that look professional? I guess my biggest issue so far has been that I don't like how the galleries are set up, I feel like they look kind of cheesy. I guess I would be open to flash based sites, I just have had a lot of people tell me not to use them because they aren't good for photography sites because they can't be viewed on some devices and take a while to load. Any help that people can give me would be great
