For this picture, I duplicated the background, and selected cloudy area around face and background to a separate layer and applied a color balance layer; increasing yellow and to a lesser extend red to match the rest of the image tone.
Ran a gausian blur until the face was smooth of any damage, applied an "add/layer/mask/hide all", and with a white foreground, 30% opacity, and a soft brush, painted in smoothness to selected areas of the image
Used a cloning layer to repair areas that could not taken care of with the gaussian blue, like the hair and some of the more damaged parts of the face.
Used a levels layer to bring more contrast to the face and hair, and used cloning and painting to repair the hair.
Did some touchup work on shadows, midtones and highlights on the face, with a soft paintbrush at very low opacity.
Turned the image grayscale by adding a channel mixer layer witt the monochrome option selected
Sharpened the overall image.
Added a new background, applied a gradient, and added a sepia-like layer with the color blending mode to give a a slight sepia toning to the image.
