thanks, jeff

it was done using a filter i made in filter forge, a texture and effect filter making program ( http://www.filterforge.com ). so, the actual rendering on the image was pretty straightforward and easy. most of the work, therefore, was in making the filter itself. and, it's not very difficult to make filters in FF. it's a visual program that you dont need to learn any code to use.

Craig, many thanks for your comments. Your Silver Surfer is excellent. This is what I was trying to do without chrome effect. Expression is impressive. In Turkey we usually say 'Eline Saglık’ after a good work. Which means 'Health to your hands.' Another saying ‘Congratulations’.
