I feel like I overdid the dodging and burning and the feedback I've been getting hasn't been too strong. What did I do that wasn't effective and what can I do that will be?

It's not so much that it's overdone. I kind of like the deep grey of the background, but none of the shapes make any sense. That upper chest also seems a bit bright, but overall they're anatomical mistakes. They're also very very bad ones, which is why you perceive it as overdone. The upside to this is that if you can't recognize any of this, you could see a really big improvement with slightly more knowledge.
A book would be ideal especially if you can find a good anatomy for artists book in the library. You can try something like 3d.sk, which is used for video game references. You can also google for anatomical illustrations. I would probably start with the face and neck.
