The Best Way???

Which one is the best way to remove a person or object from a picture?
1. Filter>Extract...
2. Magnetic Lasso...
3. Clone Stamp or else?

Cause I see limitations on all of them [i.e. HAIR] I know I've to polsih my skills, but my question is legal...

There is no "best", circumstances dictate which method you use. Usually you'll find you use a combination of several techniques. Hair, as you've already noticed is one of the more difficult things to select, particularly when on a complicated background. I'm afraid there's no universal quick fix for this type of job, and to get anything like a good selection takes time and effort.
