I used VP Triangles, diffuse, edge-preserving smooth, and dialate for this.

I especially like this effect. I was inspired by your use of VP triangles and tried it in another image. Photoshop doesn't do nearly as good a job as PSP's filter set here.

For another project I had to write an action to automatically create a 10x10 grid, regardless of image size, orientation and resolution. Decided to see if it had any other uses and tried it here.
The "grid layer" was on top of the background. Part of it was masked out via a layer mask. Its blend mode is Color Dodge @75% opacity.
From the background I used the rectangular marquee tool to select various sections, then added various adjustment layers to each, selecting the "group with previous" option each time. Hue Saturation (a couple times), Threshold, Posterize, Channel Mixer, Gradient Map were the adjustment layers used.

Danny. Could you give me your grid action. I really like the effect.
I used Virtual Painter Pastels, changed all components to Subtle except Color which was left Normal. Still in V.P. adjusted curves to darken. Changed to User Defined: Sharpen.
