Added random grain to the background and then painted using PaintEngine, applied gradient. Used Impressionist on the dude after simplifying.Attached Files

Of course I could be wrong but the image appears to be Julian McMahon, from nip tuck. also "Dr. Doom" from the original 2005 fantastic four movie. I believe he was once a model. I know . . . .boring (and perhaps incorrect).
