It's not a dumb question. I hope this is the right answer.
Under the "your reply" section is options and under that is "attach file" with a browse button. Just use the browse button to navigate to a file on your computer and then click submit reply and it will upload your file. There are guidelines in the "attach file" section on the type and size of file you can attach.
Believe me, it's not a dumb question at all. Everyone seems to struggle with that little feature including me. If your file is too big you will get a notice saying so. Happens to me all the time. Sometimes I feel like I'm going to be sending a thumbnail by the time I'm done downsizing it to fit the 100k size.

I've been trying to post new entries but three or four times now I get a message that the file is too big.
According to the Image Size reading on my Photoshop 6.0.
the one I just tried to upload said it was 1.71kb. Others that didn't go through were all under the 200kb limit.
