You'll need a software like Adobe Photoshop and there are tons of photo restoration tutorials should be able to help you. You can download a Trial version of Adobe Photoshop and have a go.

hello,
barryjamest has already done a great job of cleaning on the third photo. Maybe increase the overall presence and create an unsharp mask sue the part of the skin of the face. Just an idea ...
3-jpg photo (second in the list seems to be quite a challenge)
