    Mozy, there are a number of ways to create them, here is one method.

    - Open the image to which you want to add the lines. The resolution of the image should 300 ppi for this example.
    - Create a new document (Ctrl+N) and make the document 1 pixel wide by 4 pixels high at 72 dpi (yes that s microscopic). Zoom in (you may need to go to 1200%) to view the rectangle at a workable size. Select you Pencil tool from under the brush tool in the tool palette. The pencil will be 1/2 the size of the document. Set its color to black and tap on the top half of the doc to color it black. See attachment 3.
    - Select All and go under the Edit menu and select Define Pattern and name it whatever you like.
    - Now go back to your other open document and add a new blank layer above the background.
    - Go under the Edit menu and select Fill. From the dialog box choose Pattern and then click on the triangle context menu to find the scan line pattern you just created. Click OK
    - The layer should now be filled with scan lines (you may need to zoom in). Change the layer Blend Mode from Normal to Overlay. Adjust the opacity to get the strength you like.
    - You may need to experiment with the scan line pattern document to get the size of line you want relative to the main image resolution or adjust the resolution of the main image.

      It might also help to add just a bit of noise to your pattern layer. This way, instead of having straight lines across, the lines form a more pixellated/real effect.

          I use Pixel Bender plug-in in Photoshop, kernel Effect Canal Plus
          Credits to Vincent Helwig

          install first the plug-in (CS4 and CS5 only) from Adobe site
          copy to txt file, change extension to .pbk
          and place into
          C:\Program Files\Adobe\Adobe Photoshop CS5\Pixel Bender Files
