just wondering how they achieved the skin texture in this image,would it be via dodging and burning? the skin also appears to have noise, or sharpening to it. any ideas??

That's a painted noise type of technique. Usually with some kind of embossing effect added to create some kind of 3D look for it.

You could probably paint in that kind of highlight as long as you're careful not to make it excessively even. Whether something is dodged and burned seems kind of irrelevant. I mean it's possible to get too hung up on methodology. You want something that works, then you want to improve the control or speed. Getting too hung up on semantics tends to be a bad thing.

They are not my photos but sometimes I have very similar result.
