It's often hard to know how much of a look was achieved in camera, and how much in post. Assuming (rightly or wrongly) that most of the effect is done in post, you are looking at a complex situation which might be best broken down into separate areas.
Firstly, I would suggest you convert the image to B&W and look at Global Tonality, Local Tonality, Highlight/Shadow Balance.
The next area to look at might be sharpness/softness.
Then, finally you could look at Global Colour (Curves) and Saturation, and then go on to examine how local colour areas have been dealt with.
If you break things down like this, you might at least have a chance of being able to get to grips with things.
thanks everyone for your advise. I achieved a similar look using curves and a gradient map set to low opacity. I actually dislike LR and use COP & PS.
