Any ideas on creating this effect/look

I have seen this type of effect quite a few times by the top end retouchers and i was wondering if any one has any pointers on how to achieve a similar effect - i am talking about the way the photo looks almost like a cartoon but still has a bit of grittyness / sharpness to it.

Just as an FYI i am not talking about the photo manipulation (which is amazing) itself just the post process to achieve the look.

I would try liquify tool or lens correction.

That would be my guess. The Asian girl especially shows signs of Liquify pinching.

Looks like someone has either pulled out an old copy of Kai's Power Goo or is playing with Liquify as stated.

Too me all though there may of been liquify etc used i think there is a mix of adult body parts and children's ( look at the mouths especially ) , as for the processing great photo's to start with i should think
