Too me all though there may of been liquify etc used i think there is a mix of adult body parts and children's ( look at the mouths especially ) , as for the processing great photo's to start with i should think
here is a link to a interview from the retoucher Cristian Girotto he is not giving anything away really

I have seen this type of effect quite a few times by the top end retouchers and i was wondering if any one has any pointers on how to achieve a similar effect - i am talking about the way the photo looks almost like a cartoon but still has a bit of grittyness / sharpness to it.

Just as an FYI i am not talking about the photo manipulation (which is amazing) itself just the post process to achieve the look.
