I am extremely interested in learning how to do this look in photoshop (see attachments). If anyone can do this and teach me, I will pay $300.

My terms:

-maybe use this image and show me what you can do, in same style:

It can be colored that way, etc etc ONLY if there is a film aka RAW, and multiple exposures.

I'll save you $300. Get Nik Color Efex Pro 3 and use Tonal Contrast near the bottom of the filters. Google how to create a Lomo effect using a Curves layer. See what that does to your pic. Hope this helps.

Nothing wrong with that but playing with filters will give you these sort of results.
I you want to match something properly. You'll need to make selections of every element of the image and colour correct accordingly on what you want to enhance until you get the desire look. After that an overall colour correction treatment to get the latest atmospherics touches.
Without shortcuts it's the way I'll do it.
