How was this technique accomplished?

Photoshop Technique for Spotlight Photography

I do alot of architectural photography and I usually have just 2 strobes on location. So sometimes I need to add a spotlight in the room so I use this technique for doing that.

Before I used this technique I would dodge the area but that was messy and damaged the pixels color integrity....

Just want to ask the processing or technique used by this photographer/retoucher Manny Librodo, I'm always amaze how he achieved those vivid colors and also those desaturated photos.
How do you think he achieved this ? and what would be the possible workflow and post processing or...
