It's indeed grain and blur, it's a quick and not always the most attractive technique, My advice would be to get good at dodging and burning, blurring really should be a last resort technique and you will never see it done in magazines. Period.

Hi DevKevin,
Any technique basic/complex can be used in a good or bad way.
And I've frequently seen it done in Magazine Editorials and Ad Campaigns, usually in combination with dodge/burn and other techniques. As a replacement for Dodge/Burn'ing I can see it turning out poorly.

It's cloning, dodge and burn. So, nothing special. Just don't dnb at an overly high opacity, you don't remove anything, only reduce it.
Now, it also has grain applied to it, so it might give you that "sandy" look you're after.
