    Black and white adjustment layer, pull down the red and yellow sliders accordingly, mask the eyes out, and perhaps reduce opacity of the layer a bit.

      Another approach one that I've used with this is ... Hue and Sat adjustment layer get rid of the yellow's and red's, curves adjustment layer, pull down the contrast. Works pretty well.

        Question is, what are you trying achieve? An 'effecty' photo? Or some real black skin?

        Right now the edited photo looks like a colored photo made B&W with the eyes brought in from the colored layer. It won't be easy to pass the lady off as someone who really has black skin, because she is obviously a non-black person. But you can do the following to make it better:

        1. The skin looks like a B&W type of black. Try what the others have suggested.

        2. A black person's lips are not gray of black. Just look around.

        3. The rim of the bottom eyelid , that is such a thick white outline. Not real. Again, don't make it 'black' or 'gray'. Just look at around at black persons' pics -- in color :-)

        4. The whites of the eyes -- don't leave them so white.

        5. -- OPTIONAL --Lastly, don't leave the background black. May be, place her against a portrait type studio background (but not black or gray).

          The differences between white skin and black skin are saturation and luminosity, so, the first step is desaturate the skin (tone-saturation), which results on grey colored skin. Then, you'll have to reduce luminosity with curves.

            Sarah and c0c have great insight. Also please search on YouTube for Natalia Taffarel, she has a great tutorial on retouching skin to black, you just need to decide if that is the right effect to express what you want.

              I wouldn't try to do it as a change of race, as the result is likely to be inferior to what you would get just starting with a model of the desired race due to typical differences in facial structure. The linked photo is a bit odd in that the pupils are huge. Even if the surrounding studio was fairly dark between flash bursts, I still find the dilation to look a bit odd.

                Typically when people do this they want a graphic effect, not a realistic skin tone. Natalia Taffarel's tutorial on YouTube does a great job of explaining how to do that.
