I used a few things, 2 curves adjustment layers set to blue. One is set to luminosity.
From there, I used a separate levels set to lumosity, masked, turned darkness up. Set white input to near blacks.
Made a Hue adj, set to soft light, saturation down.
Made a black gradient, and suited it to taste.
Made a last curves adj, upped the highlights, masked.
The result:

Are you refering to the contrast or tonality?
Either way, you need a low key shot to begin with. Not necessarily a pure black background since you can darken it to the point it's even across the image, but a dark one certainly helps. The whole effect comes from the fact it's either small light source or one close to the model with a honeycomb / barn doors / pretty much anything that limits the light spill around it. The thing here is her arms are starting to go out of light beam pretty soon and that sorts of creates the "emerging from the shadow" effect. With a bigger, more even source you'd have something more like bauty shots whereas this one has a more definitive, darker mood.
I don't like the light patch on her shoulder, I mean either you like that kind of thing or you don't but it grabs too much attention.
